 The Commandant will present the 2018 State of the Coast Guard address on 10a.m. EST March 1
at the national Press Club in Washington, D.C. All Coast Guard active duty, reservists, civilians

 BQ2 Required Training to move from AP to BQ Status. Effective for anyone joining as of Feb. 1,
2018.
 Spring D-TRAIN will be held at Dunkirk, NY from March 16 th thru the 18 th this Spring. You can now
pay by credit card.
 Dock Walking has been changed to Dock Advising because of name due to a name conflict with
the USCG.
 FCs get names in for D-TRAIN Quiet Worker. Write a short paragraph of how this person has
been for value this past year. They can’t be an Elected Officer.
 US Power Squadron – Plans to start working with this group.

The report was approved as read. All flotillas and division have turned in their financial reports to
Division.
CM Liston – No Report
CS Cancel & ASO-CM Katz – No Report
DV Kish – DV Report Flotilla 7-3, 7- 5, 7-6, no reports. Flotilla 7-16 is committed to achieving the NACO
Diversity Award in 2018.
FS Macintyre – Sutton, Macintyre and Soule augmented regularly 3 days a week at Station Cleveland
Harbor except for during the government shutdown. The galley was closed 1 February for a prolonged
absence of CS1. Galley will not reopen before mid-March at the earliest, and AUXFS support will resume
when the galley reopens. CS2 from the Neah Bay has expressed an interest in working with AUXFS. Any
qualified AUXFS or anyone interested in training who is interested should contact me.  Please bear in
mind that you must be fit enough to manage ladders and narrow companionways, and that
augmentation or gap coverage involves weekday service.  Kish and Baker funded, cooked, and served a
morale meal 30 Dec at Station Fairport. That galley is scheduled to reopen soon at which time Baker will
resume regular augmentation. Please remember to let me know about any request for, or planned
active duty assistance that is not on an already regularly recurring schedule so you can be assigned to
duty.  This assignment to duty is mandatory. Thanks to all who participated in the anonymous scenario-
based sanitation quiz sent to all our qualified AUXFS. This voluntary participation has identified areas
needing clarification in our classes and workshops.
HR Velcio – 2017 YEAR END REPORT - There were 41potential new members referred in 2017 (down
from 50 in 2016). Of these, 25 were through HR Robot and the rest were through other members.

                                                                              2018 REPORT
In January, there were two potential new member referrals (one referral by a member, one through HR
Robot). Flotilla 73 has one member in IQ status.  Flotilla 75 has two members in AP status, Flotilla 76 has
three members in AP status, and Flotilla 7-16 has one member in AP status.
IS Ketchaver – All reported 2017 hours and missions have been entered and approved in AuxData.
MA Kelley – The Aux booth at the January Boat Show was short lived due to the Gov't shutdown;
however; safe boating materials were effectively on display until the booth closed.  "Dockwalking
Program" name being changed to the "Dockside Advising Program", materials for the upcoming boating
season are being ordered to provide sufficient supply levels for the Dockside Advisory Kits.

MSU Kelley –  There is no MSU activity to report to date. "Dockwalking Program" name being changed

April 18 th -- A tabletop exercise with MSU and other agencies will be held at the Great Lakes Science
Center.
MT Daley – Boat Crew training is currently taking place with Ric Smith and Ron Baker as Trainees. Paul
Montgomery is training for the AV-PQS certification. Ric Smith is working to advance from AV to AV-PQS.
Aron Katz is training for Watchstander at Station Fairport with the duty crew. TCT one-hour training will
be offered more than once if needed in 2018. Jerry Ketchaver is working on the Instructor PQS contact.
NS Baker – Currently the ATON Verifiers are on Stand Down due to winter conditions and hard water.
Virginia Suda completed the AV-PQS and received her certificate as a qualified AV – PQS inspector
during the December Change of Watch. Two members of Flotilla 092-07- 06 are currently training for
their AV-PQS.
OPS AIR Summer, Velcio –Flights flown weather permitting.
OPS Surface Smith – All Facilities are out of the water for the season due to cold weather conditions.
PA – Scheffner – Boat Show info.
The Progressive Mid-America Boat Show January 18-21, 2017. Division 7 up was on January 17th.
Because of the government shutdown, the Auxiliary was not at the show on Saturday and Sunday.  With
set up and watch standing on Thursday and Friday, 15 members of Division 7 totaled 108.5 hours.  We
also had approximately another 20 hours dedicated to behind the scenes boat show projects.  Hours do
not include travel and prep under the 7029 form. We featured a 9’ kayak and accompanying
information on a 2 panel display board, interactive knot tower, display of good and bad life jackets,
box of trash from a Lake Erie beach in Cleveland with a decomposition quiz to augment it.  Class lists
were available. Three watch standers from Division 6 for 10 hours as well as 2 recruiters stand watch.
Station Cleveland Harbor transported our display materials to the I-X Center.  ODNR Watercraft greatly
supported us especially with loaning us the lowhead dam simulator.  Thank you notes have been sent to
all participants.
Saturday, March 3 YMCA Healthy Kids Day at Quicken Loans Arena.  Andy Killian is overseeing Auxiliary
participation. Carol Velcio will also be participating.
PB Killian – Working on the first quarter newsletter.
PE Hottois – Sutton coordinated a paddle craft safety presentation at Station Cleveland Harbor 27
January. Although the class was cut short by a frozen water main closing the station, the 30 attendees
expressed a commitment to return for the presentation at a later date. A series of paddle craft safety
classes are planned utilizing the cold-water boot camp video, Marine Safety Unit video on paddle craft
safety on the River, and the Paddle craft safety power point.  The venue has been changed to ODNR
offices on E 49 th street- dates to be determined. These classes will be open to Auxiliarists and the general
public.  Anyone interested in practical task focused boat crew reviews please contact Betsy Macintyre.
Flotilla 75 PE report
We started 3 classes at Garfield Middle School in Lakewood on Wednesday, January 24 and they will run
through March 28 for a total of 10 2.5 hour sessions.  Flt. 7-16 is helping with the BS & S course. Boating
Skills & Seamanship (BS&S) 9 enrolled, Sailing Skills & Seamanship (SS & S) 7 enrolled with 1 under 17
years of age, Navigation  7 enrolled; 2 of the enrollees previously took our BS & S course and 2 enrolled
previously took our Sailing course.
PV Pizon –  No activity
VE Berwald – Walter Kidde has issued a recall of 134 different models of Kidde brand fire
extinguishers manufactured between January 1, 1973 and August 15, 2017, including models that
were previously recalled in March 2009 and February 2015. The extinguishers were sold in red,
white and silver cylinder colors and are rated as either ABC or BC.  The extinguishers were
sold nationwide online and at  brick and mortar outlets. The hazards associated with the recalled fire
extinguishers are that they can become clogged or require excessive force to discharge and can fail
to activate during a fire emergency. In addition, the nozzle can detach with enough force to pose an
impact hazard. All persons owning fire extinguishers are urged to read Coast Guard Marine Safety
Alert 12-17 at:

for additional information on the recall and how to obtain a free replacement. All are also
encouraged to check the fire extinguishers aboard your vessels, and in your vehicles and homes to

Division 7 Change of Watch 2018 at? Discussion about having a brunch instead of a dinner for the
change of watch was discussed. The idea of a brunch received much support.
Boat Show – A motion was made approved to reimburse Virginia Suda $24.26 for supplies for the boat
show booth.
NEW BUSINESS:
•March 3-4 – Combined Division 6 and 7 Operations Workshop from 0900-1700 each day will be held in
the MSU meeting room at Station Cleveland Harbor.

1. Flotilla Commanders- first let me welcome the newly elected Flotilla Commanders to the group.
The position of Flotilla Commander is the most important position of all the leadership roles in
the Auxiliary. What you do makes or breaks the flotilla; the backbone of the Auxiliary.  Your
leadership is what keeps the Auxiliary moving forward instead of stagnating and dying.  Your
enthusiasm for our missions must be contagious so that members volunteer their valuable time
and energy to the Coast Guard and the boating public. For all that you do- Thank you. That being
said, the reason I am contacting you is to ask for your help.  As most of you know, we are fast
approaching our next D-Train (March 14-18) and as such you can help me recognize deserving
members of your flotilla at that event. If you have members in your flotilla that work hard for
the flotilla and you would like them to receive the Quiet Worker Award please send me their
name and two or three sentences as to why they deserve it.  There are two restrictions on the
award- first, it cannot go to an elected officer and second, it cannot be given to the same person
unless a year has elapsed since they last received it. Another area you can help me is to have
your IS person look up to see if anyone has taken their first Auxop course since last September.
There is no way that we can find that information unless someone goes into AuxData and
researches each person’s status for Auxop. If they have completed their very first course since
September 2017 then they qualify to receive a certificate and ribbon. There is no way that we
can research 700 Auxiliarist’s records so we need your help to do that for your members and
provide me with that information. District 9ER volunteered 122000 hours in 2017 due to the
efforts of you and your members.  Thank you for all you do.  Bravo Zulu
